HERE Technologies has signed a memorandum of understanding with neueHCT, the intelligent driving joint venture between Horizon Robotics and Continental spin-off Aumovio, to support international rollout of Navigation on Autopilot (NOA) systems. The deal targets a path from Level 2+ assisted driving toward Level 4 automation and robotaxi use cases, with Europe and the Gulf flagged as priority regions.
neueHCT brings intelligent driving software, mature NOA solutions and mass-production experience with Chinese automakers. HERE adds its AI-powered live map, cloud services and an automotive-grade platform already deployed with OEMs worldwide.

The two companies plan to combine AI-driven perception, planning and control software with high-precision real-time map data. The MoU explicitly targets data compliance and localisation requirements for international markets, with the Gulf Cooperation Council (GCC) countries named alongside Europe.
For HERE, the deal extends its mapping reach into a tier-1-backed driving stack rather than direct OEM cockpits. For neueHCT, it secures a global map partner to underpin Chinese-engineered NOA heading overseas.
The MoU is the fifth HERE partnership at Auto China 2026, alongside deals with Kotei and Baidu Maps, an extended MengQing tie-up for commercial vehicles, and an overseas NOA package with Geely-owned Lotus. Together they signal a coordinated push to embed HERE’s mapping into Chinese OEM and supplier stacks heading global.
